Nice suit but runs very small

My daughter is a lifeguard and we bought her this suit to wear to work. We got a size up from her other Speedo, she has not gained weight, and it was still a little snug. We didn't return it because she said it will likely stretch but we took her measurements following the site guidance. She was in between sizes and we chose the larger one and there was still this issue. Speedo really should make these suits more true to size.
